We are finding a recurring need to do repeat scheduling in different areas for 1st and 3rd weeks, or 2nd and 4th weeks.
This need happens every place scheduling takes place, such as groups, calendar events, services, etc.
For Groups this is already possible.
When setting the group meeting details up you can specify that it meets monthly, every month, on the 1st and 3rd week.
For services you should be able to use the 'Bulk Add' tool to get the dates that you need. We don't plan on setting services as automatically creating though.
For events, there's a feature request to let them repeat in the same way as groups and I'll add your support to this request.
